Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: October 20, 2021 12:25 PM
From: Senator Doug Mastriano
To: All Senate members
Subject: Resolution to declare October 28th as “William Penn Day”

In the near future, I will offer a Resolution to declare October 28th as “William Penn Day” to honor the founder of Pennsylvania.

William Penn, an English reformer and advocate of Religious Freedom, petitioned King Charles II for the lands west of the Delaware River in 1681 as payment for a debt the king owed to his father, Admiral Sir William Penn. On March 4th 1681, the King signed the charter.

Penn initially named the lands “Sylvania” which means “forest or woods.” King Charles renamed the territory Pennsylvania in honor of Penn’s late father. Shortly after the charter, Penn jubilantly wrote, “It is a clear and just thing, and my God has given it to me through many difficulties, will, I believe, bless and make it the seed of a nation.”

William Penn set sail for the Americas and eventually landed in what is now the city of Chester on October 28th or 29th, 1682. The exact date is not known to historians.

I hope you will join me in co-sponsoring this resolution.
