Subject: | Ensuring Fairness for Tenant Utility Billing |
I plan to introduce legislation in the near future to allow for Ratio Utility Billing Systems (RUBS) and submetering for Pennsylvania renters. RUBS is a formula used by landlords in determining a flat rate for utilities and including it in the tenant’s monthly rent. Submetering is a process by which each apartment has its own utility meter, with the tenant paying a rate calculated by his or her meter reading and consumption. Pennsylvania renters and their families should not have to worry if they are being overcharged for utilities. This is especially true in the wake of the pandemic, during which many of our neighbors are facing financial hardship. Utility consumers deserve an accurate and transparent accounting of costs. Simplifying utility billing is one method of achieving this goal. I hope that you will join me in supporting Pennsylvania families by affording them added utility bill protections. |
