Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: August 13, 2021 09:23 AM
From: Senator Doug Mastriano and Sen. Ryan P. Aument
To: All Senate members
Subject: Military Family Education Opportunity Accounts (EOAs)

In the near future, we plan to introduce legislation to create Military Family Educational
Opportunity Accounts (EOAs). These accounts will provide military families and their children
with increased education resources.

All children – especially those whose parents are serving our country – deserve an excellent
education. I believe parents know best and should choose the education that best suits their
child. Many military families face increased challenges when it comes to education, as families
are often relocated.

Military EOAs help combat this uncertainty and provide for a more stable learning environment where the parent is empowered to choose the best learning option for
their child.

EOAs are restricted use accounts, funded by a percentage of the state per pupil education subsidy. These scholarships will provide military families with maximum flexibility in their ever-changing lives. The accounts can be used for a variety of education-related expenses, including:
  • Tuition
  • Tutoring
  • Textbooks and curriculum
  • Testing related fees
  • And other educational needs
Military Family EOAs will be available to children residing in Pennsylvania whose parent or
guardian is on full-time active-duty in the US Armed Forces, is a member of the National Guard
and reserve on active duty,  or was killed in the line of duty.

Please join us in supporting military families by co-sponsoring this important piece of legislation.
