Subject: | Legislation Establishing Extended Producer Responsibility |
In the near future, I intend to introduce legislation requiring companies that create consumer packaging to pay for the costs of recycling. This initiative will eliminate the burden placed on taxpayers who currently subsidize these recycling efforts. This legislation will create an “extended producer responsibility” (ERP). Recently, Maine became the first state to enact this legislation. This proposal will charge large packaging producers for collecting and recycling cardboard boxes, plastic containers and other packaging materials. The funds generated from the packaging producers will be used to support recycling across the state. ERP for packaging materials is a current practice throughout Europe and some Canadian provinces. There are efforts in 10 other states to implement this practice. Furthermore, supply chain and logistics hubs are prevalent in my district, and across Pennsylvania as a whole. These warehouses handle the exact sort of materials that are targeted in an ERP. Not only would this legislation relieve financial burdens on taxpayers, it will also hold suppliers responsible to use best practices when it comes to shipping and packaging.
