| Subject: | Neighborhood Improvement District Act Modernization and Streamlining |
| In the near future, I plan to introduce legislation that would amend the Neighborhood Improvement District (NID) Act to allow more flexibility in the creation of districts, while also streamlining the process to allow for maximum return on investment. The local economic impacts of the COVID-19 pandemic have resulted in devastating consequences for the tourism and hospitality industries throughout the Commonwealth and especially in areas which rely heavily on attracting tourists, groups and organizations through promotion of available amenities and attractions. As we begin to reopen, it is critical that we provide counties and municipalities all the necessary policy tools to promote and enhance economic growth. The NID Act was first enacted in 2000 and the local economic dynamics and policy needs have changed significantly over the past two decades. Specifically, my legislation would provide much of the simplified process and flexibility already afforded to NID authorization in Philadelphia County permitted under the Community and Economic Development Improvement Act to municipalities in the rest of the state. Additionally, the legislation would provide for the creation of a NID by a county of the second class. This critical enabling legislation will provide a flexible policy option for municipalities to consider utilizing to jumpstart their economic revival and make Pennsylvania a leading destination for travel and business in the United States.
