Senate of Pennsylvania
Session of 2021 - 2022 Regular Session

MEMORANDUM

Posted: December 3, 2020 10:58 AM
From: Senator John P. Sabatina, Jr.
To: All Senate members
Subject: "No-Fly, No-Buy" FBI Watchlists - Firearm Purchasing Legislation

Soon, I will be re-introducing legislation (formerly SB 598) to prohibit those on Federal watch lists from purchasing firearms in the Commonwealth of Pennsylvania.

My legislation would add persons who are found to be in suspicion of or a party to terrorist organizations on databases maintained by the Federal Government to be prohibited from purchasing a firearm. The Federal Government maintains "The Do Not Fly List" which is only one of several terrorist watch lists that they maintains - this would not limit the restriction to only that list.

As a Commonwealth, we need to reevaluate how individuals obtain firearms. If an individual cannot board a plane due to flagged behavior, they should not be eligible for firearm ownership.

This common-sense legislation will join many of my House and Senate colleagues, and a national bi-partisan movement, in prohibiting access to firearms for dangerous individuals.

Please join me in co-sponsoring my bill to provide more safeguards when purchasing a firearm.

The prior bill SB598 of 2019 was cosponsored by Senators: FONTANA, HUGHES, SANTARSIERO, COSTA, COLLETT, BLAKE, YUDICHAK, HAYWOOD,
TARTAGLIONE, STREET and A. WILLIAMS

Introduced as SB490
