Subject: Terms of Appointment to PA Military Community Enhancement Commission (PMCEC)
 
In the near future, in our capacity as legislative appointees to the Pennsylvania Military Community Enhancement Commission (PMCEC), we intend to introduce legislation to increase the term of appointment to the PMCEC from 2 years to 3 years.    
 
The Pennsylvania Military Community Enhancement Commission (PMCEC) was statutorily created by Act 161 of 2014. 
 
Under the enabling legislation, the PMCEC is comprised of the Lieutenant Governor, one legislative appointee from each caucus, as well as 11 volunteer commissioners appointed by the Governor.  The 11 appointed commissioners respectively represent the interests of each military installation across our Commonwealth.  Under existing legislation, all appointed (non-legislative) Commissioners serve for a term of 2 years, subject to subsequent reappointment. 
 
Following discussion with the PMCEC’s Executive Director, we would like to pursue a legislative change to increase the term of appointment, and any reappointment, to 3 years.  We feel that it makes the reappointment process less frequent and less cumbersome, and a lengthier term provides for better continuity and more stability in Commission composition.
