Subject: | Ensuring CARES Act Funding is Legally Distributed |
In the near future, I will be introducing legislation to prohibit the Governor from ignoring statutory language and the will of the General Assembly by withholding CARES Act funding that has been duly appropriated and signed into law by the Governor himself. The legislation reinforces the plain meaning of the law and requires the Governor to distribute the money within 10 days of enactment. If the Governor continues to ignore the law and withhold funding, a county may offset the amount owed to it by intercepting Realty Transfer Tax and Inheritance Tax revenues remitted through a county to the Commonwealth. This legislation is in response to the Governor’s recent announcement that he will not honor agreed-to language and will withhold $12.8 million of COVID-19 relief funding the General Assembly appropriated to support small businesses, nonprofits, fairs, behavioral health and substance use disorder treatment services and municipalities in Lebanon County. |
