Subject: Allow Club License Holders to Sell Malt Beverages for Off-Premise Consumption
I am introducing legislation amending the Liquor Code to allow club license holders to sell malt beverages for off-premise consumption during the COVID-19 pandemic.  
Presently, the Liquor Code precludes a licensee holding a club license from selling malt or brewed beverages to customers for consumption off the licensed premises. My measure would revise the law to permit such a sale during the Governor’s COVID-19 disaster emergency declaration. A club licensee may not sell more than 192 fluid ounces in a single transaction. In addition, no sales of malt beverages can take place between 2 am and 7am. A licensee who is subject to a pending objection from the PLCB, or who has been suspended under the licensee compliance program, is not eligible to sell these beverages. 
As you are aware, the General Assembly recently approved and Governor Wolf signed into law House Bill 327 (Act 21) to enable restaurants and taverns to sell prepared beverages and mixed drinks for off-premise consumption in order to help their businesses. Our local clubs are being negatively impacted as well.  This measure can go a long way in helping them keep their doors open.
