Subject: Resolution Urging Congress to Adopt Economic Relief and Stimulus Package
 
In the near future, I will be introducing a resolution urging Congress to pass the comprehensive economic relief and stimulus package proposed by House Financial Services Committee Chairwoman Maxine Waters.

The package provides detailed plans to keep American families afloat during this unprecedented crisis, starting with direct monthly payments from the Federal Reserve to each adult and child for the duration of the pandemic. Additionally, the plan would suspend all consumer and small business credit payments, prohibit debt collection and wage garnishment during the pandemic, require forbearance on all mortgage payments and provide tax rebates for small businesses equal to 100% of all 2020 payroll taxes. The proposal comprises 28 individual policies for immediate response to the Coronavirus crisis, including economic and health responses, and 9 proposals to stabilize and grow the economy following its conclusion. The complete list of proposals is attached to this memo.

There are many proposals being discussed, both here in Harrisburg and in Washington, D.C., to address the economic impacts of the COVID-19 pandemic. It is critical that any bailout or stimulus package address the needs of working Americans who find themselves unable to pay their rent, buy groceries, or afford prescriptions. Failure to do so will result in the financial ruin of hundreds of thousands of Pennsylvanians, already living paycheck to paycheck at best or in deep poverty at worst.
