MEMORANDUM

Posted: March 2, 2020 10:41 AM
From: Senator James R. Brewster
To: All Senate members
Subject: Haley’s Law – epilepsy awareness and response bill

In the near future, I will introduce legislation for ‘Haley’s Law.’ It is an epilepsy awareness and response bill that would establish procedures by which parents could give a school a physician-approved seizure management and treatment plan.

This bill would also provide teachers and school employees with online or in-person course of instruction provided by a nonprofit organization at no cost.

Victoria, whose 5-year-old daughter Haley has epilepsy and is at risk of having a seizure during school hours. If schools and teachers are not able to effectively plan for the possibility a student has a seizure, it could become a traumatic experience for the student, their classmates, and their teacher.

Establishing statewide access to treatment plans and training will increase both student safety and awareness of seizure disorders like epilepsy in a way that empowers, rather than hinders, our hardworking teachers and nurses.

Texas, Illinois, Indiana, and Kentucky have passed similar legislation.

This is a companion bill to Representative Markosek’s HB 1975.

Introduced as SB1081
