Subject: Applying Prevailing Wage Requirements to All Pennsylvania Tax Credits
 
All workers in Pennsylvania deserve the right to a fair wage for their hard work. Through Pennsylvania’s Prevailing Wage Act, workers are provided protection by requiring a region-specific minimum wage on public works projects. Today, however, public resources are leveraged much differently to attract private capital for economic development than when the law was enacted in 1961. That is why we intend to introduce legislation that would expand prevailing wages to corporations, companies, and organizations that benefit from Pennsylvania tax exemptions.

This concept enjoys overwhelming bipartisan, bi-cameral support. Recently, legislation establishing a new tax credit program included a prevailing wage provision and passed both the House and Senate by large margins.

In order to incentivize investment and program goals, Pennsylvania currently provides nearly $600 million in General Fund Tax Credits each year through targeted reductions of tax revenue that would otherwise be collected by the Commonwealth

Our legislation simply mandates that organizations that receive tax benefits from Pennsylvania taxpayers pay their employees and contractors a family-sustaining wage. Raising the tide for all boats, this prevailing wage legislation would set base-level requirements for wages and benefits on all projects that receive public funding through tax credits.
