Senate of Pennsylvania
Session of 2019 - 2020 Regular Session

MEMORANDUM

Posted: October 4, 2019 12:13 PM
From: Senator Thomas H. Killion
To: All Senate members
Subject: Volunteer Fire Company Reimbursements

In the near future, I intend to introduce legislation that would allow volunteer fire companies to bill for real and reasonable costs incurred when responding to a 911 emergency.

Currently, there is no state law that authorizes or prohibits volunteer fire companies from billing for their services.

This legislation would specify that an individual who is involved in an emergency, that necessitates a response from a volunteer emergency services organization, shall be liable for the actual and reasonable response costs, when services are rendered.

In July, I met with a fire chief at a volunteer fire company located in Delaware County, part of the 9th Senatorial District, who expressed interest in this legislation and shared with me how fire companies continue to struggle financially. I believe this may be a worthwhile tool to help assist them in continuing to provide necessary services throughout our communities.

In recent years, much work has been done by our Caucus; the General Assembly; and the SR 6 Commission, which issued a Final Report last year, providing 92 recommendations focused on improving upon the delivery of Fire and EMS services in PA. This legislation will accomplish one of these recommendations.

Please join me in co-sponsoring this important legislation.
