|In the near future, I intend to introduce legislation that would amend the PA Board of Vehicles Act (Act) with regard to Independent Automotive Dealers and Salespersons.
My bill will add a section to the Act to create mandatory pre-licensing education and continuing education for independent automotive dealers and salesperson applicants in the Commonwealth. Topics for these new requirements would include:
Further, this bill would add a second new section that would place a 30-day time limit within which the State Board of Vehicle Manufacturers, Dealers and Salespersons must issue an approval or denial of an independent dealership, wholesale auction or salesperson’s initial or renewal application. If the decision is not rendered within that period, a temporary permit would be issued until the determination of the application is completed. Undue delays in the processing of applications are currently costing independent dealers and salespersons substantial income opportunities while waiting for review and approval. This provision will be similar to the 45-day temporary permit granted to new vehicle dealers through Act 59 of 2018.
