Subject: | Prioritizing CRIZ designations in Pennsylvania's Opportunity Zones and the Physical Infrastructure of Opportunity Zones |
In the near future, I intend to introduce legislation that would require the Commonwealth to prioritize CRIZ designations in Pennsylvania's Opportunity Zones as well as give priority and support to the physical infrastructure of Opportunity Zones. Pennsylvania Opportunity Zones should receive priority in the Commonwealth in any future designation of CRIZ districts. In order to kick-start development in Opportunity Zones, the layering of Pennsylvania incentives is essential and should be encouraged. Only 300 Opportunity Zones were designated by the Governor of Pennsylvania, each of which are among the poorest communities in the Commonwealth (especially the Opportunity Zones outside of Pittsburgh and Philadelphia). The physical infrastructure, in many of the Commonwealth's Opportunity Zones, are in dire need of investment. In order to encourage the investment of private capital in Opportunity Zones, the Commonwealth should make these zones a priority, including, but not limited to streetscaping activities and access to high speed broadband internet.
