I will shortly introduce legislation authorizing the Department of Drug and Alcohol Programs to impose fees for substance abuse treatment facilities and activities. Fees would be capped at a $250 base fee plus $5 per person, to an aggregate maximum of $1,750 for an initial provisional license or certificate of compliance; up to a base fee of $2,000 plus $5 per person, to an aggregate maximum of $3,500 for a fourth provisional license or certificate of compliance. Fees for other licenses or certificates would be $500 plus $5 per person, up to a maximum aggregate of $2,000. The Drug and Alcohol Facility License Account also would be established as a restricted account within the General Fund for the purpose of licensing and certification functions, and fees would be automatically increased every 10 years in relation to the consumer price index. In addition, the Department would be required to inspect at least half of licensed facilities and activities annually, and all facilities and facilities every two years. This legislation is supported by the Department in order to fulfill its responsibilities to ensure the safety and quality of recovery facilities.
