Subject: Landslide Insurance and Assistance Program
 
In the near future I will be reintroducing Senate Bill 1131, which will provide for the Landslide Insurance and Assistance Program.

Over the last several years landslide and slope movement have caused a vast amount of damage and destruction to homes and roadways in the western part of Pennsylvania. This recurring problem has caused millions of dollars in damages and hindered our transportation network. There were more than two dozen slides in 2018 alone.

There are currently insurance programs for landslides caused by mining practices and mudslides. However, other types of landslides are not typically covered by insurance. The residents of these landslide prone areas of Pennsylvania need protection from the devastating effects of landslides.

This legislation would establish the Pennsylvania Landslide Insurance and Assistance Program within the Pennsylvania Emergency Management Agency. The program would be administered by the Landslide Insurance and Assistance Board using the Landslide Insurance Fund and the Landslide Assistance Fund. The Landslide Assistance Fund will receive an initial appropriation of $2.5 million and the Landslide Insurance Fund will also receive an initial appropriation of $2.5 million.

Last session this bill was co-sponsored by Senators Fontana, Brewster and Schwank.
