Subject: Prohibition of Barring Acceptance of Cash for Payment
 
In the near future, I plan to introduce legislation which would prohibit businesses from barring the acceptance of cash payments for goods and services. Recently, a similar initiative has moved forward in the New Jersey legislature.

Similar to the New Jersey bill, this bill would be limited to brick-and-mortar businesses, and would exempt online retailers and parking operations. I have concerns with the growing trend of businesses limiting payments to cash-less transactions could leave some consumers at a disadvantage. Requiring a credit card or cashless payment option only disenfranchises consumers in the Commonwealth and could hurt those of lower-income status that may not have a credit card, young consumers that do not have access to a bank account or established line of credit and older consumers that choose to pay in cash.

It is not my intention to curb or limit the use of new and advancing technology in the way we pay for things. However, it is important that businesses in our state remain open to the standard base for payments of goods and services, and allow the consumer to choose whichever preferred method is available to them beyond the default and longstanding practice of paying with cash.
