MEMORANDUM

Posted: June 21, 2019 10:46 AM
From: Senator Scott E. Hutchinson
To: All Senate members
Subject: Career and Technical School PCCD Grant Eligibility

In the near future, I plan on introducing legislation that would allow career and technical schools to be eligible for Part A Pennsylvania Commission on Crime and Delinquency (PCCD) grants.

For schools to be effective they must be safe. Children cannot learn, grow, and succeed if they feel threatened or at risk. To address this issue, the General Assembly recently enacted Act 44 of 2018, creating a School Safety and Security Committee (SSSC) within the PCCD. The Committee is tasked with developing the criteria school entities are to use in performing school safety and security assessments, issuing a survey to school entities to measure school safety and security preparedness, and administering grants.

Currently, school safety and security funds granted under the SSSC and PCCD are divided into two parts, with a meritorious Part A application being eligible only to school districts and a competitive Part B application process eligible to all school entities. This legislation would allow career and technical schools to also be eligible for the Part A PCCD grants, giving these types of schools more resources to create the safe schools that their students need.

Please join me in supporting this important legislation. If you have any questions regarding this legislation, please contact Nathan Akers in my office at 787-9684 or nakers@pasen.gov.
