Subject: | Commission to Study PA Hospitals and Health System Funding |
In the near future, I plan to introduce legislation that will create a commission to study the hospital and health system in Pennsylvania, including regional challenges and the impacts of serving high Medicaid populations. Many hospitals across the Commonwealth face difficult challenges because they serve a disproportionate number of patients covered by Medicaid. It is therefore appropriate to review the mechanisms we use to distribute Medicaid dollars to these various hospitals. There are a multitude of possible ways to distribute these funds and many of them have service-based policy considerations worthy of examination. Some of these considerations include the impact of distribution decisions on highly concentrated vulnerable populations, the types of fiscal challenges created by failing to address the needs of vulnerable populations, and the potential increase in disease within these populations depending on how they are funded. This commission shall be made up of legislative, gubernatorial and agency appointments and shall be tasked with examining the fiscal landscape of hospitals and health systems in the commonwealth. The scope of review shall include, but is not limited to: the impact of the Statewide Quality Care Assessment, specific fiscal challenges of hospitals and health systems serving high Medicaid populations, and the impact of regional differences on hospital and health systems’ fiscal stability.
