In the near future, I will be introducing legislation requiring mandatory reporting for all heroin and opioid overdoses where Naloxone, also known as Narcan, was administered. Currently, there is no mandatory reporting system in place. During 13 public hearings held by the Center for Rural Pennsylvania in response to the heroin and opioid epidemic, law enforcement officials addressed the inadequate tracking methods used to document overdoses and deaths. Mandated naloxone reporting can then help the Commonwealth strengthen the effectiveness of “warm hand-off” services and address concerns expressed about the same people being routinely revived by first responders and EMS. At this time, naloxone reporting is voluntary, and I believe this legislation will help provide a more accurate assessment of the heroin epidemic in Pennsylvania. During the 2015-16 legislative session, I circulated a co-sponsorship memo with the intent to introduce identical legislation. This was supported by Senator(s) Scavello, Baker, Mensch, Yudichak, Rafferty, Sabatina, White, Reschenthaler, Bartolotta, Vulakovich, Aument, Costa, Ward, Killion, Vogel and Argall.
