Subject: Silver Alert Program
 
I plan to introduce legislation to enact the Silver Alert Program which will be an important resource in protecting Pennsylvania’s seniors.

The Silver Alert will be a statewide program similar to the Amber Alert, where the alert will notify the public that an adult with Alzheimer’s, dementia or other permanent cognitive impairment is missing. Silver Alert specifically applies to cognitively impaired individuals who become lost while driving a car or lost while on foot.

To qualify for a Silver Alert the individual must meet the following criteria:
  • The missing person must be 60 years or older.
  • The person has a diagnosed impaired mental condition and the disappearance poses a credible threat to their health and safety. (Law enforcement shall require the family or legal guardian of the missing individual to provide documentation from a medical or mental health professional of the condition.)
  • An investigation must confirm that the individual’s disappearance is due to their impaired mental condition and alternative reasons for the disappearance have been ruled out?
  • Is the Silver Alert request within 72 hours of the individual’s disappearance?
  • Is there sufficient information available to disseminate to the public that could assist in locating the missing person?
This program will help reduce the tragedy among Pennsylvania’s most vulnerable groups – our seniors with cognitive impairments such as Alzheimer’s disease, dementia or other cognitive impairments.
