Subject: Establishing a Pennsylvania Chief Manufacturing Officer and Manufacturing Competitiveness Board
 
I will soon introduce SB 923, legislation to create the position of Chief Manufacturing Officer and establish a Manufacturing Competitiveness Board within the Commonwealth.

The Chief Manufacturing Officer would advise the Governor on policy issues affecting the manufacturing sector. Specifically, the position is intended to:
  • Foster coordination of manufacturing-related policies and activities across Commonwealth agencies;
  • Analyze, improve and identify technological needs or polices to increase manufacturing in the Commonwealth;
  • Develop strategies and policies that encourage and maintain manufacturing; and
  • Assist local governments with economic plans to lure manufacturing to their communities.

Additionally, my legislation would establish the Manufacturing Competitiveness Board within the Department of Community and Economic Development to work with the Chief Manufacturing Officer to develop a comprehensive manufacturing strategy for Pennsylvania. The board would be comprised of both public and private-sector members, including state agency heads and business leaders, and charged with review of relevant laws, policies, and incentives, as well as identifying workforce and technology needs of the manufacturing sector.

My legislation is part of a package of bills designed to aid our manufacturers, workers, and small businesses and rebuild our manufacturing base. The legislative package also includes SB 924 and SB 925.

As you may know, manufacturing accounts for 12% of the state's total gross domestic product output, and it employs more than 9% of our workforce. Our manufacturing industry is vital to this state’s economic health, and it deserves special attention to ensure growth and development.
