Subject: 501 (c) (4) Reporting Requirements
 
As chair of the Senate State Government Committee, I regularly meet with people and organizations who advocate for openness and transparency.

However, when I sometimes ask for background about how these initiatives are funded, I often get little or no information. As a strong supporter of openness, transparency, and accountability, I believe these principles should apply to both government and to those who spend money to influence government and government officials.

With this in mind, I plan to introduce legislation that would add 501 (c) (4) entities, so-called “issue advocacy” organizations to the reporting requirements under Pennsylvania’s lobbying disclosure law.

The following is the information I would like to see 501 (c) (4) organizations report:
  • The full name and mailing address of persons filing reports;
  • The full name and mailing address of the 501 (c) (4) organization and its officers;
  • A concise statement of the purpose, goals, or mission of the person or organization;
  • The amount, date, and description of the purpose of each expenditure, and;
  • The full name and mailing address of each person who or organization that made contributions in excess of $100 in support of the issue advocacy and the total of all contributions from that person or organization during the calendar year and the amount and date of all contributions from the person or organization during the calendar year.
