MEMORANDUM

Posted: April 20, 2017 04:32 PM
From: Senator Andrew E. Dinniman
To: All Senate members
Subject: Opt Out

In the near future, I will introduce a bill that will provide the parents and guardians of students to choose the option of not taking standardized tests that are administered for the purpose of federal accountability.
Opting out of standardized tests which are required under federal accountability laws is a right that is being denied in some schools. My bill assures parents that their request to be excused from certain testing will be honored. The new Every Student Succeeds Act provides that each parent has a right to opt-out their child.

My bill will allow a student to opt out from any or all parts of an assessment when there is a written request for excusal based on an objection on religious or philosophical grounds, the basis of a strong moral or ethical conviction similar to a religious belief, privacy concerns or due to health concerns for the child.

Please join me in co-sponsoring this legislation.

Introduced as SB890
