Senate of Pennsylvania
Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: January 24, 2017 11:52 AM
From: Senator Lisa Baker
To: All Senate members
Subject: Campaign Finance Disclosure

Please join me in co-sponsoring legislation to afford greater transparency in campaign financing by requiring any persons or groups who make an independent expenditure for political advertising to disclose their “Top Five Contributors.”

The issue of independent expenditures has grown in importance in the aftermath of the U.S. Supreme Court’s Citizens United v. Federal Election Commission decision, rendered in 2010. This legislation will make it easier for citizens to ascertain who is donating the most money to so-called super-PACs by displaying the contributors who donated the most in television, radio, internet and newspaper advertising.

This legislation was introduced last session as Senate Bill 439 and was co-sponsored by Senators Argall, Browne, Rafferty, Fontana, Schwank, Hughes, Ward, McIlhinney and Tomlinson.

Thank you for your consideration.

Introduced as SB447
