MEMORANDUM

Subject: Reintroduction of Legislation – Creating a Special Honorary Consul License Plate

I am planning on reintroducing legislation (SB 391) that would create a license plate for a registered owner who is an honorary consul or official representative of any foreign government.

Specifically, the legislation would require the honorary consul or official representative to be a citizen of the United States, pay all required vehicle license fees and provide a copy of an honorary consul identification card in order to obtain such a plate. It is also important to note that, unlike diplomatic license plates issued by the US Department of State, this plate would in no way confer diplomatic immunity on the vehicle.
