Subject: | Moratorium: Pipeline Eminent Domain |
Federal and state regulations on hazardous liquids pipelines have not adequately protected the rights of our citizens. Projects that are predominately transporting hazardous liquids to be shipped overseas, and not directly benefiting the citizens of the Commonwealth, are still able to take private land from citizens through the power of eminent domain. This encroachment on private property rights needs to be addressed. I will soon introduce legislation that will restrict the eminent domain authority of hazardous liquids pipeline projects for the next two years, giving the General Assembly the necessary time to strengthen oversight of these projects. Similar legislation has passed in both South Carolina and Georgia by an overwhelming majority, a testament to the importance strengthening state-level regulations. I hope you will join me in sponsoring this important piece of legislation that will give us time to better regulate hazardous liquids pipeline projects. |
