Senate of Pennsylvania
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: October 26, 2015 10:58 AM
From: Senator John N. Wozniak
To: All Senate members
Subject: Off-Highway Motorcycle Registration

I will soon be introducing legislation that will the registration of Off-Highway Motorcycles (OHMs).

OHM riding is very popular in Pennsylvania. Providing registration of OHMs in the same manner as ATVs and snowmobiles has the potential to create more recreational and trial riding opportunities, jobs and economic growth in many areas of the Commonwealth. It will also generate revenue that can be used for trail maintainence and add to the state's reputation as a great place to go for outdoor recreation. This could also be a significant boost for tourism in rural counties.

The legislation adds OHMs to the current ATV and snowmobile registration provisions of Chapter 77 of the Vehicle Code. Property owners who make their land available for snowmobile, ATV and OHM riding or for safety instruction would be protected from liability. Plus, persons under age 16 would be required to complete a safety program to ride an OHM.
