| I am introducing legislation amending the Public School Code of 1949 to permit pupils of a home education program or a private tutoring program to be granted access to courses in additional schools and departments (i.e., vocational school, technical school) of a public school district. A constituent who is homeschooling wanted her daughter to attend a school-approved technical school program (cosmetology) for part of the day while being homeschooled for the other part of the day. The school district denied her request. Under current law, a school district is not required to provide dual enrollment for homeschooled students, only those attending a school other than a public school (i.e., private academic schools, nonpublic schools). My legislation would amend 24 PS § 5-502 (Additional schools and departments) to provide that a pupil of a home education program or a private tutoring program shall not be refused admission to courses held in additional schools and departments (i.e., vocational school, technical school) of a public school district. This revision would provide those paying taxes the same access to the educational system they are supporting with their tax dollars as is provided to the public school students and those students in a school other than a public school. |
