Subject: Campaign Finance Disclosure
 
I will soon be introducing legislation to afford greater transparency in campaign financing by requiring any persons or groups who make an independent expenditure for political advertising to disclose their “Top Five Contributors.”

The issue of independent expenditures has grown in importance in the aftermath of the U.S. Supreme Court’s Citizens United v. Federal Election Commission decision, rendered in 2010. This legislation will make it easier for citizens to ascertain who is donating the most money to so-called super-PACs, by displaying the contributors who donated the most in television, radio, internet and newspaper advertising.

This legislation is similar to new election reform laws enacted in Massachusetts, Alaska, California and North Carolina.
