Subject: | Introduction of Regional Efficiency Development Incentive Act |
I am planning on reintroducing legislation establishing the “Regional Efficiency Development Incentive Act.” A Regional Efficiency Development Incentive Program would be established in the Department of Community and Economic Development. A political subdivision that intends to study or implement a regional service agreement may apply to the department for a grant or loan. The grant or loan could be used to study regional service or consolidation opportunities or to fund one-time start up costs. The Department of Community and Economic Development will develop the guidelines and procedures for the program. The department will also provide technical assistance to political subdivisions who wish to apply for funds for studying regional service agreements. The legislation also establishes a Regional Efficiency Development Incentive Fund to implement the program.
