MEMORANDUM

Subject: Public Official and Employee Ethics Reform
 
In the near future, I will introduce legislation to clarify and strengthen the Public Official and Employee Ethics Act. Due to recent alleged lapses in ethical conduct, clear and commonsense guidelines are required to reinforce public trust in elected officials.

My legislation seeks to accomplish that end by:
  • Banning cash gifts to public officials from anyone seeking business with that public official;
  • Limiting non-monetary gifts worth over $100 from a single donor per year;
  • Mandating annual ethics training from the State Ethics Commission for all Commonwealth employees;
  • Requiring quarterly Statements of Financial Interest filings;
  • Creating enhanced criminal and civil penalties for all violations; and,
  • Holding legislators and other public officers to a higher standard of accountability than their employees.
With great power comes great responsibility; it is my sincere hope that redoubling our efforts in the area of ethical conduct will encompass that adage as it relates to the trust placed in us as lawmakers by the citizens of Pennsylvania.
