Subject: United States and Pennsylvania Flags -- Made in the U.S.A
 
In the near future, I plan to introduce legislation that requires the Commonwealth of Pennsylvania to procure only United States and Pennsylvania flags which are manufactured in the United States.

This bill is similar to House Bill 530, offered by Rep. Paul Clymer.

The elimination of import quotas on hundreds of textile products under a World Trade Agreement is a major concern to American textile manufacturers who are already suffering losses of licenses because of foreign competition.

The idea behind this legislation is to us assist our struggling textile companies by having these flags manufactured in our country. I also hope to bring back the pride behind the "Made in the U.S.A." label.

We have precedents for this type of proposal: The U.S. Steel Procurement Act and the American Made Motor Vehicle Act.

Key language in this legislation states: "It has, for many years, been the policy of the Commonwealth to aid and support the development and expansion of industry in this Commonwealth in order to foster the economic well-being of the Commonwealth and its people."

The hope is that policies such as these spark a rebirth in a quality product made right here in the Commonwealth that brings about family-sustaining, good paying jobs. That is the essence behind this bill.

Presently, the Annin Flag Manufacturer in Roseland, New Jersey, is one of the flag manufacturers from which the Pennsylvania Department of General Services purchases its flags.
