MEMORANDUM

Posted: November 26, 2013 11:27 AM
From: Senator James R. Brewster
To: All Senate members
Subject: Duquesne School District Teacher Transfers

In the near future, I plan on introducing legislation to address the transfer of teachers and support personnel from the Duquesne School District. As you know, the Duquesne School District, located in Allegheny County, is operating under a special board of control.

Currently, the middle and high school students have been transferred to surrounding districts.
If the elementary school in the district is closed and the pupils assigned to other districts on a tuition basis, my legislation would create a pool of teachers and education support personnel who would be offered employment in one of the accepting districts when a vacancy exists and qualified personnel from the pool is available. This relocation is subject to collective bargaining agreements.

This pool of teachers and qualified support personnel would be available and applicable to those districts within ten miles of the district that accepts students on a tuition basis.

Thank you for your consideration.
