Subject: | UPDATED: Reeactment of the Provision in the Game Code Regarding the "Special Elk Conservation Tag" and the addition of an additional tag to the Keystone Elk Country Alliance |
Over the last 5 years, Non Profit Wildlife Organizations have been able to raise funds through the auction of a "Special Elk Conservation Tag." Annually the PA Game Commission contracts with a wildlife conservation organization to implement and conduct an auction of a elk license. The contracted organization retains not more than 20% of the proceeds from the auction. The remaining proceeds from the auction are used by the PA Game Commission for the Elk Program in the Commonwealth. A sunset provision in the code caused the expiration of this "Special Elk Conservation Tag" on July 1, 2013. In the near future I will be introducing legislation that will reenact the section of the provision in Title 34 (Game), Chapter 27, Section 2706.2, paragraph (b) (6), so that state wildlife conservation organizations will again be able to raise funds via the sale of the "Special Elk Conservation Tag" into perpetuity. Additionally, the PA Game Commission shall award a second special elk license to the Keystone Elk Country Alliance, KECA, a Pennsylvania-based nonprofit wildlife conservation organization that focuses on conservation education and habitat stewardship of the elk population in the Commonwealth. The organization may hold any type of fundraiser to auction off the license. This license shall be offered annually and the fundraiser shall be open to residents and non residents of this Commonwealth. The Keystone Elk Country Alliance (KECA) shall retain the proceeds from the fundraiser and the funds must be used for elk management, conservation and habitat, as well as the overall elk program in this Commonwealth.
