Subject: Increased Fines for Violations of the Public Employee Relations Act
 
In the near future, I will introduce legislation to provide timely and needed updates to the maximum fines allowable in the Public Employe Relations Act.

The maximum fines and penalties in the act are long overdue to be updated. My legislation will increase the fines and penalties proscribed under the law by a modest amount – far less than the rate that they would be increased to if they had increased with the rate of inflation. The fines and penalties will be updated as follows:
  • From $2,000 to $4,000: Maximum penalty for any employee organization which makes a contribution out of employee dues for political purposes or files a false report or affidavit reporting such a contribution;
  • From $1,000 to $2,000: Maximum penalty for any person who willfully or knowingly makes a contribution out of employee dues for political purposes or files a false report disclosing a material fact on such a contribution;
  • From $5,000 to $10,000: Maximum penalty for any person who willfully interferes with any member or agent of the Pennsylvania Labor Relations Board in the performance of their duties.
