Subject: State funding for county child protective services
 
I will shortly reintroduce legislation requiring state funding for county children and youth services to be paid to counties at the beginning of each fiscal quarter, the same process followed for local mental health services funding.
Advance quarterly payments will significantly ease the financial strain imposed on counties by the present retroactive payment process that requires them to borrow against anticipated tax receipts until state funding and county tax proceeds are in hand.
Cosponsors of SB 1137 in the 2011-2012 session included Senators Costa, Tartaglione, Erickson, Mensch, Fontana, Alloway, Washington, Browne, Solobay, Rafferty, Farnese, Waugh, Brubaker, Leach, Brewster, Kitchen, Baker, Yudichak, Williams, Boscola and Ferlo.
I hope you will consider co-sponsoring this important legislation for counties.
