In the near future I will be introducing legislation to amend the Public School Code to create a rural regional community college pilot program for underserved counties in the Commonwealth. In 2011, the Senate passed Senate Resolution 147 calling upon the Legislative Budget and Finance Committee (LBFC) to study the need for public community college programs in rural Pennsylvania. The LBFC report noted the importance of community colleges in meeting the demand to provide education and training necessary in today’s economy. However, it also found that 25 of 26 rural counties in Pennsylvania have no community colleges and that rural youth typically pay twice the tuition of those from areas with a community college. Among the LBFC findings was the call to establish a public community college in rural counties through the creation of a “state community college”. The legislation I am proposing would create a pilot program to establish a rural community college in an 11-county rural area that is underserved by the current community college system.
