Senate of Pennsylvania
Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: May 20, 2013 01:22 PM
From: Senator Judith L. Schwank
To: All Senate members
Subject: School yearbook photos

I will shortly introduce legislation protecting students' right to reasonably choose a photographer for their yearbook photos. Some school districts contract with photographers to exclusively take graduating seniors' photos. In at least one case in my area, such a contract requires students to travel approximately 30 miles and across two county lines to have their photos taken. This is an inconvenience for many and a hardship for some, especially as there are a number of well-qualified photographers who are much closer. My proposal will provide that students may use any photographer that meets the school or district's reasonable form and content guidelines for yearbook photographs.

Introduced as SB1028
