Subject: Memo #22 - Human Services Development Block Grant Expansion
 
In the near future, I intend to introduce legislation to give each of Pennsylvania’s counties the opportunity to participate in the Human Services Development Block Grant.

Last summer, we authorized a block grant pilot program for 20 counties which gave county officials discretion to direct funding to programs most in need in their particular county. Many more than 20 counties applied to the Department of Public Welfare (DPW) to participate in this program but were not permitted due to the statutory cap.

This legislation will permit any county which satisfies the criteria established by DPW to have the opportunity to benefit from this flexible funding. Participation is completely voluntary and the requirements of holding public hearings, submitting a detailed plan for approval and funding programs in all seven previous line items would still apply.

County officials are best able to evaluate their local needs, and this legislation will give them the ability to serve the greatest number of individuals with the limited funds available. Please join in co-sponsoring this measure.
