MEMORANDUM

Posted: March 4, 2013 09:23 AM
From: Senator Matt Smith
To: All Senate members
Subject: Vehicle Sun Screening for Persons with Oculocutaneous Albinism

In the near future, I will be introducing legislation that would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to add a specific exemption to the prohibition of the use of sun-screening and other related materials on vehicles. I have heard from constituents who have been diagnosed with oculocutaneous albinism and have been unable to drive due to current window tinting standards.

My legislation would provide a specific exemption for individuals diagnosed with oculocutaneous albinism. More specifically, under this bill, an individual suffering from this disorder will be granted the opportunity to utilize sun-screening devices or darker levels of window tint, not to exceed reflectivity of 15%, after a medical exemption, certified by a licensed physician or optometrist, is approved and issued by the PA Department of Transportation.

Please join me in co-sponsoring this important legislation. If you have questions about this legislation, please contact Tim Golding of my staff at tgolding@pasenate.com or 717-787-5839.
