Subject: NCLB on a school bus
 
In the near future, I plan to reintroduce SB 547 of 2011. This legislation is my version of No Child Left Behind in that it addresses incidents of school children being left behind on a school bus after all other children have been dropped at their bus stop at home or school.

To address children being left on a school bus, this legislation would mandate the State Board of Education promulgate regulations that dictate procedures that bus drivers must follow before exiting the bus at the end of a run. The penalties will be as follows:

First Offense: Fine up to $300 and 30-day suspension of bus endorsement.
Second Offense: Fine of $300-$1,000 and 60-day suspension of bus endorsement.
Third Offense: Fine of $1,000-$1,500 and revocation of bus endorsement.

Also, this legislation addresses a school bus driver that operates the bus under the influence of drugs or alcohol by increasing penalties against the driver. The penalties will include jail time and loss of all vehicle operating privileges as follows:

First offense: Fine of $5,000-$10,000 and no less than 30 days in jail.
Second offense: Fine of $7,500-$15,000 and no less than 90 days in jail.
Third offense: Fine of $10,000-$20,000 and no less than one year in jail.
Fourth and subsequent offenses: Fine of $15,000-$25,000 and no less than five years in jail.

Additionally, the school bus driver would also face the loss of vehicle operating privileges of two years for any offense.
