MEMORANDUM

Posted: January 10, 2013 04:28 PM
From: Senator Timothy J. Solobay
To: All Senate members
Subject: Calibration of Speed-Timing Devices

In the near future, I plan on re-introducing legislation that extends the required testing and calibration period for speed timing devices other than radar.

Currently, non-electric speed meters and non-radar devices used primarily by local police departments must be calibrated and tested every 60 days, despite very rarely needing readjustment. My legislation would increase the calibration cycle from 60 days to 6 months. Florida requires similar speed-timing devices to be scheduled every 6 months. Furthermore, Act 133 of 2008 already extended the calibration cycle of other radar devices from every 60 days to once annually.

A study conducted by the Pennsylvania Chiefs of Police Association revealed that extending the time between required calibrations of non-radar devices could save local police departments up to $2000 annually. It would also result in significant cost savings for the Pennsylvania State Police, who utilize non-radar speed-timing devices in their helicopters to clock motorists on the ground.

This legislation was SB1179 of the 2011-12 session. Previous cosponsors include: Fontana, Browne, Ferlo, and Washington.
