In the near future, Senator Robbins and I will be re-introducing legislation to assist the Pennsylvania National Guard (PNG) in their efforts to recruit and retain military resident physicians. There is a critical need for a state recruiting incentive for physicians in the PNG as only a fraction of the available military physician positions are filled. Military physicians provide critical support to deployments, contingency operations and domestic emergencies. Although military physicians qualify for various federally-funded bonuses and incentive programs that include military obligations, none of them require continued service in the PNG. The intent of the Military Physician Incentive Program is to leverage current and anticipated Educational Assistance Program (EAP) funding to support this program while maintaining full participation in EAP. No increase in current EAP funding levels is anticipated. Further, the Adjutant General would have authority to adjust physician stipends if available funding is insufficient. This bill is supported by the Pennsylvania Department of Military and Veterans Affairs and it is one of their legislative priorities. This legislation was Senate Bill 1448 of 2012 and previous co-sponsors include: Baker, Solobay, Alloway, Brewster, Costa, Erickson, Fontana, Mensch, Rafferty, Tartaglione, Waugh, D.
