| Subject: | Unauthorized Dissemination of Artificially Generated Impersonations or Deepfakes |
| A quick google search reveals an abundance of concerning headlines about artificial intelligence (AI) and deepfakes, including, Microsoft’s new AI can simulate anyone’s voice with 3 seconds of audio; AI-generated deepfakes are moving faster than policy can; A.I. Deepfakes and Scams; It’s Getting Harder to Spot a Deep Fake Video. As the use of AI becomes more widespread and AI itself continues to evolve and become more advanced, it is incumbent upon us to take proactive measures to confront the spread of disinformation and protect individuals from having artificially generated replicas of themselves disseminated without their consent or, worse yet, used for nefarious purposes. For this reason, we are introducing legislation to define the offense of the unauthorized dissemination of an artificially generated impersonation of an individual. This legislation will make it a first-degree misdemeanor for a person to disseminate an AI or computer-generated impersonation of an individual, that they know or have reason to know is an AI or computer-generated impersonation, without the consent of that individual. Further, if the dissemination is done with the intent to defraud or injure another person, the offense would be graded as a third-degree felony. Please join us in supporting this legislation. |
