MEMORANDUM

Posted: July 25, 2024 09:51 AM
From: Representative Jim Prokopiak
To: All House members
Subject: Optional Property Tax Freeze Program

As we all know, individuals who live on a fixed income often have difficulty affording their property taxes as rates continue to increase. While property tax relief programs like the Property Tax Rent Rebate (PTRR) program help seniors and others in need by providing rebates to cover expenses, it does not prevent property tax rates from increasing and further burdening citizens with affording them.

To help vulnerable Pennsylvanians with fixed incomes stay in their homes, my legislation would provide additional property tax relief by creating an optional property tax freeze program for those who meet the qualifications of the PTRR program and have lived in their homes for at least 10 years. Unlike other programs aimed solely at seniors, my bill would also assist widows and widowers age 50 and older, as well as adults with disabilities. If property tax rates increase, the payment amounts would stay the same and provide stable amounts for these individuals to pay.

Please join me in helping more Pennsylvania seniors and others who qualify for the PTRR program afford their property taxes and stay in the homes they have lived in for many years.

Introduced as HB2537
