Subject: Protecting Essential Health Care Benefits Coverage under the Affordable Care Act
 
The Affordable Care Act (ACA) enshrined into federal law essential healthcare insurance coverage and basic healthcare protections for millions of Americans. However, the ACA has faced multiple challenges since its enactment, with lawsuits filed to challenge it in whole and part. States have acted to protect individual aspects of the ACA, and it is time for Pennsylvania to do the same.
 
We will introduce a bill that would require health insurers in Pennsylvania to provide coverage for essential health benefits, items and services in the following categories: ambulatory patient services, emergency services, hospitalization, maternity and newborn care, mental health and substance use disorder services, including behavioral health treatment, prescription drugs, rehabilitative and habilitative services and devices, laboratory services, preventive and wellness services, and chronic disease management, and pediatric services including oral and vision care. Federal law already protects this coverage, and this free-standing act would simply put the federal essential health benefits into Pennsylvania law.
 
Individuals should not fear losing essential health care coverage due to the whims of the United States Supreme Court or political winds in Washington, D.C. Please join us in co-sponsoring this important bill to prohibit individuals from being denied health insurance coverage for necessary health care.
