Subject: Prohibition on the Use of Public Funds for Campaign/Political Purposes
 
I will soon be introducing legislation to prohibit state agencies from expending funds for the preparation, planning, or holding of a political campaign event.

Although our public grounds, particularly those surrounding the Capitol building, are the property of all Pennsylvanians and are available for political uses by candidates and parties, the public funds of the Commonwealth should never be expended to assist those candidates or parties in conducting these events.

Agencies of the Commonwealth, and particularly the Department of General Services, as the steward of our public facilities, owe Pennsylvanians a prudent and transparent commitment to neutrality in the political arena.

My legislation will ensure that such responsible stewardship is clearly required by law and to ensure compliance, my bill includes appropriate penalties for any public official or employee who betrays the trust of Pennsylvania taxpayers by approving the use of state resources for political purposes.
