Subject: | Allowing Counties to Canvass Ballots at Multiple Offices |
Under current Pennsylvania law, county election boards are required to process ballots at the “county seat.” This requirement is particularly burdensome for municipalities in which existing government structures are located just outside of the county seat and in which real estate is limited and prohibitively expensive. Such municipalities are forced to purchase property they cannot afford or utilize existing government structures outside the county seat. The county seat requirement has little to do with the ability of election officials to process ballots effectively. It is an unnecessary burden for already under-resourced election offices in our state. That is why we are introducing a bill providing for ballot processing to occur in an office or offices located within the county, rather than at the county seat. This legislative change is one that the Pennsylvania Department of State has agreed is needed. It is imperative that we actively seek to make ballot processing more efficient rather than leaving in place a law that makes it more difficult.
